Below is the 2009 OBS School Charter and Annual Plan. The 2010 version is currently in final preparation.

Strategic Goals 2009-2011:
- Curriculum Development – Plan for and begin implementation of the new NZ Curriculum.
- Relationship with Community – Maintain a strong two-way relationship with the school community.
- School Facilities and Environment – Plan for the future development of the school landscape, buildings and facilities.
- Kindergarten Development – Plan for and establish a ‘one learning community’ relationship with the new kindergarten
Goal 1: Curriculum Development – Plan for and begin implementation of the new NZ Curriculum
Sub-Goals 2009
- To continue to plan and begin implementation of the NZ Curriculum by 2010.
- To continue to develop teacher understanding, capability and confidence in implementing the new curriculum particularly through the key competency of ‘Participating and Contributing’ and ‘Managing Self’ by involvement in the Assessment to Learn (AtoL), Effective Teaching Strategies (ETS) and South Wellington Extending High Standards across Schools (SWELL) initiatives.
- To review, plan for and provide relevant resources to support student learning.
- To continue to explore environmental themes, planning for authentic opportunities to engage students in themes which are integrated across the key competencies and learning areas.
- To plan and implement programmes which provide a strong foundation in literacy and numeracy.
- To promote tikanga Maori and te reo Maori opportunities and experiences for all students while taking all reasonable steps to provide instruction in tikanga Maori and te reo Maori for students whose parents request this.
- To explore and clarify the role of Information and Communication Technology in providing effective learning programmes for students at Owhiro Bay School.
Goal 2: Relationship with Community – Maintain a strong two-way relationship with the school community
Sub-Goals 2009
- Use a variety of communication approaches – newsletters, meetings, social events – to provide the school community with regular updates on governance and strategic issues.
- Conduct a survey of parent/caregivers to get their views on future strategic directions for the school including the ‘one learning community’ concept, before and after school care, uniforms and ICT; and feedback on preferred communication channels.
- Maintain close links with parent/caregiver groups like Parentlink.
- Encourage interest and participation in the 2010 Board elections.
Goal 3: School Facilities and Environment – Plan for the future development of the school landscape, buildings and facilities
Sub-Goals 2009
- To encourage and provide opportunities for parents/caregivers to share ideas and raise issues for future development of the school.
- To develop ‘out of school’ programmes in collaboration with the Wellington Region Free Kindergarten Association (WRFKA) to begin in 2010.
- To develop a master plan to guide the future development of school facilities.
Goal 4:Kindergarten Development - Plan for and establish a ‘one learning community’ relationship with the new kindergarten
Sub-Goals 2009
- To work with the WRFKA to develop a vision and processes for working together.
- To develop policies and practices that reflect the ‘one learning community’ including New Zealand’s cultural diversity and the unique position of the Maori.
- To ensure the school has all the necessary agreements, polices and procedures in place ahead of the opening of the new Kindergarten.
